DESC: The Rock Island District, ILLINOIS, IOWA, MISSOURI, WISCONSON
U.S. Army Corps of Engineers, is seeking an accredited academic
institution, agency, or consultant to develop and administer a one year,
part-time leadership development program for eight to ten employees who
are typically college educated, and who are mostly at, or near
mid-career. Disciplines represented include science, engineering and
administration. The overall objective of this program is to help
employees learn, grow and develop so they can be effective
leaders/managers. Base Contract period shall be for twelve months with
two Option years possible. Award will be made to offers whose proposal
contains the combination of those criteria offering the best overall
value to the Government. This will be determined by comparing
differences in the value of Organization Experience/Capability with
similar programs, Quality of Proposed Program, Past Performance, and
Program Administrator. In making this comparison the Government is
concerned with striking the most advantageous balance between
Organization Experience/Capability with similar programs, Quality of
proposed programs, past performance and program administrator features
and cost to the Government. The criteria used to determine best value to
the Government in the form of a TECHNICAL PROPOSAL, will be outlined in
the Solicitation in descending order of importance.
In addition to the above Technical Proposal criteria, a pricing
proposal will be required to be submitted. Pricing Proposals from those
offeror's whose TECHNICAL PROPOSAL is considered to be in the
competitive range will be opened. The bidding schedule will be provided
in the solicitation. The Competitive Range will consist of the most
highly rated Technical Proposals. However, award of a contract will not
be based solely on the lowest price proposal. Significant, unexplained
differences where proposed prices do not match the proposed technical
approach and risk involved may result in a proposal being removed from
the Competitive Range. If required, discussions will be conducted with
all of the offeror's in the Competitive Range.
