R—ASSESSMENT STUDY OF THE USES OF HEALTHY PEOPLE INITIATIVES,
POC

DESC: The Department of Health and Human Services (DHHS),
Office of the
Assistant Secretary for Planning and Evaluation (ASPE),
seeks experienced small business firms who have the capabilities
to conduct a variety of national surveys, focus groups, and
informant interviews with users of Healthy People 2010. It
is imperative that the Contractor conducting theassessment
has the following skills and experience: 1) a thorough knowledge
of Healthy People Initiatives broadly, types of uses of Healthy
People, and potential users of Healthy People 2010;
2) the capacity to
field large survey efforts and demonstrated expertise
in survey research methods; 3) expertise in defining sample
frames, determining sample strategy, instrument design, and survey research; 4) documented experience and
capabilities in
developing an OMB Clearance packet; and 5) in order to meet
the deadlines required of this project, the Contractor must
have the resources available and be able to complete the required
tasks with existing resources in the specified time frame.
The results of this study will be completed by the end of FY 2003, to contribute to the Healthy People Mid-Course
Review in 2004. The
NAICS Code is 541618 and the size standard is
$5.0 million. A detailed capability statement should be provided
consisting of the following: 1) state the year the company was started, 2) state number of employees; 3) list at
least three projects
performed during the last five years that are
directly related to this project and the skills and experience
it requires; 4) describe current workload and the ability to conduct this national assessment; 5) directly address
each of the 5 skills
and experience requirements listed above; and 6) state whether or not you
are a small business and give your
total annual receipts for the preceding 3 years. The deadline
for submitting a capability statement to the contact name and
