Starting a Mailing List

There are different kinds of mailing lists.

An announcement list just provides information. It is one way.

Some are discussion lists and allow "posting." A person sends an email to
a central address, which forwards emails to the people subscribed to the
list.

Moderated lists have a person who manages the list, sometimes called the
moderator or wrangler. Some lists have rules of behavior and will remove
people who fail to comply. Other lists are closed, so they interview or
screen people before they are allowed in. If you're interested in being on
a list, among the biggest are ListServ and Majordomo. You can probably
find a list of people who have interests like yours.
