NCA seeks
individuals to serve in a variety of leadership
and service positions each year. Nominations
for each position are solicited and reviewed by
the Committee on Committees. The appointments
will be made at the Legislative Assembly meeting
at the Annual Convention in Chicago.
These
nominations and appointments are very important
since much of the Association’s work is
performed by these individuals. The Committee
on Committees seeks advice and recommendations
from NCA members to assure that as many
perspectives as possible can be incorporated
into these decisions. Accordingly, I ask
that you please recommend individuals to serve,
that you encourage others to serve, and that you
consider nominating yourself for one of the many
positions available. All members of the NCA
may submit nominations and nominations from
traditionally under-represented groups are
particularly encouraged.
In each position
description, I have provided information about
the knowledge and experience recommended. Some
positions, such as appointments to the
Legislative Assembly, may be filled effectively
by a member at any stage in her or his career.
Some positions require mid-career individuals
given the value of specialized knowledge,
interest, and experience. Individuals in the
early stages of their professional lives should
also consider opportunities to serve within
their Divisions, Sections and Caucuses and on
other committees and task forces appointed by
the President.
In order to
permit review by the Committee on Committees
members, nominations should be sent as an email
attachment to Pamela Conners (pconners@natcom.org)
in the NCA National Office. Nominations will be
accepted until November 11, 2004.
A completed
nomination must include:

A letter
of nomination indicating willingness to serve
(or letter of self-nomination).

A current
vitae highlighting the nominee’s professional
qualifications.
·
A
statement of why the nominee seeks the position
or what the nominee hopes to accomplish in the
position.
The following is
a summary of positions to be filled for 2004.
Governance Units
Two persons
The Legislative Assembly is the principal policy making body of NCA. It
is responsible for establishing internal and
external policies and for managing the
association’s resources and programs.
Each year the Committee of Committees is asked to nominate two persons
for three-year terms on the NCA Legislative
Assembly who will represent emerging interests
and critical problems and help the Assembly
achieve a balanced representation of teaching
levels, ethnic and minority group interests,
gender, age, and academic status. NCA members
at any stage of their professional life will be
considered for this appointment.
One person
The Nominating Committee is
responsible for preparing a slate for the election of the Second Vice
President, for the at-large members of the Legislative Assembly, and for the
at-large members of the Committee on Committees. One person will be nominated
by the Committee on Committees to serve as Chair of the Nominating Committee
for a one-year term. Individuals at mid-career and beyond are generally
submitted to the Legislative Assembly, but interested and committed members
from any rank will be considered.
Resolutions Committee
Three Members
The Resolutions Committee
considers resolutions that may be included in the Association’s Policy
Platform. The Committee on Committees will nominate three persons to serve
for a two-year term. Individuals at mid-career and beyond are generally
submitted to the Legislative Assembly, but interested and committed members
from any rank will be considered.
Finance Board
One Member
The Finance Board consists of three persons and
advises the Legislative Assembly and Executive Committee on financial matters
by proposing and monitoring budgets and assessing financial implications of
proposals and ongoing programs.
One member will be appointed
to a three-year term and serve as board chair and voting member of the
Executive Committees during the third year of service on the board. All
Finance Board members are members of the Executive Committee and Legislative
Assembly. Because of the responsibilities of this Board, individuals at more
senior stages of their professional lives and who have had financial
experience as a department chair or senior administrator are usually
recommended to the Legislative Assembly.
Educational Policies Board
One Director
Two Members
The Educational Policies Board encourages,
endorses, or engages in projects related to the improvement of instruction in
communication at all grade levels. It also coordinates other NCA education and
instructional development activities.
In November 2004, the
Committee on Committees will nominate two individuals to serve for a
three-year term. The Committee will also nominate a Director-Elect who will
serve as Director of EPB from 2006-2008. Individuals recommended to the
Legislative Assembly are normally at mid-career or beyond and represent K-12,
community colleges, four year colleges and universities, and institutions with
graduate programs.
Publications Board
Two Members
The Publications Board
monitors association publication policies, nominates journal editors, oversees
all association publications, and nominates publication editors.
The Committee on Committees
will nominate two individuals to serve for a three year term. Individuals who
are at mid-career or beyond with a strong publications record and editorial
board experience are usually recommended to the Legislative Assembly.
One Director
Two Members
The Research Board solicits, facilitates and
reviews research proposals in human communication and develops related
research projects and activities through sponsorship of seminars, conferences,
convention panels, etc.
Two members
will be appointed to a three-year term on the board. In addition, the
Committee on Committees will nominate one person to serve as the Director from
2005-2007. Individuals who are at mid-career or beyond and who have
established a strong research record are usually recommended to the
Legislative Assembly.

Award Selection
Committees
One member
In 1991, the Legislative
Assembly created the Lifetime Teaching Excellence Award to recognize, at a
minimum, the teaching excellence of retired college and university faculty
members. The award was designed to recognize that outstanding teaching
during a lifetime and should be encouraged and recognized. This year, one
member will be appointed to a three-year term and serve as chair of the award
committee in the third year. Individuals at mid-career or beyond in their
professional lives are usually recommended to the Legislative Assembly.
One Member
In 1995, Bernard J. Brommel contributed $10,000
to an NCA restricted reserve fund to create an award to recognize outstanding
scholarship or distinguished service in Family Communication. One member will
be appointed for a three-year term and will serve as committee chair during
the third year. Individuals at the mid-career stage or beyond in their
professional lives and teaching/researching in Family Communication are
usually recommended to the Legislative Assembly.
One Member
In 1994, Leslie Irene Coger contributed $10,000 to an
NCA restricted reserve fund to create an award to recognize a career dedicated
to performance. One member will be appointed for a three-year term and will
serve as committee chair during the third year. Individuals with experience
in performance usually receive preference in recommendations to the
Legislative Assembly.

In March 1993, the NCA Executive Committee approved
transfer of responsibility for the Outstanding Community College Educator
Award from the Community College Educator Section to NCA. One member will be
appointed for a three-year term and will serve as committee chair during the
third year. Individuals at any stage of their professional lives may be
recommended to the Legislative Assembly, although preference is given to those
with experience in teaching at Community Colleges.

In September 1991, the Executive Committee
recommended and the Legislative Assembly approved the creation of a Diamond
Anniversary Book Award. The selection committee is charged with soliciting and
assessing the most outstanding scholarly book published during the previous
two years. One member will be appointed for a three-year term and will serve
as committee chair during the third year. Individuals at the mid-career stage
or beyond in their professional lives are usually recommended to the
Legislative Assembly.
One Member
The Donald H. Ecroyd Award for Outstanding
Teaching in Higher Education is given to honor an NCA member who exemplifies
superlative teaching in higher education. The first such award was presented
in 1988. The Ecroyd Fund was created by Caroline Drummond Ecroyd grants from
NCA. One member will be appointed to serve a two-year term and will serve as
chair during the second year. Individuals at the mid-career stage or beyond
in their professional lives are usually recommended to the Legislative
Assembly.
One Member
The new Douglas W. Ehninger Award was created
in 1986, upon the creation of an endowment by the Ehninger family. The award
honors scholars who have executed research programs in rhetorical theory,
rhetorical criticism, and/or public address studies. One member will be
appointed for a three-year term and will serve as committee chair during the
third year. Individuals at the mid-career stage or beyond and with a research
program in rhetorical theory, rhetorical criticism and/or public address
studies are usually recommended to the Legislative Assembly.
Three Members
The Golden Anniversary Monograph Awards
Committee is charged with soliciting and evaluating the most outstanding
scholarly monograph published during the previous calendar year. Three
members will be appointed for a two-year term. The Committee on Committees
recommends a chair from the three serving in their second year. Individuals
at the mid-career stage or beyond in their professional lives are usually
recommended to the Legislative Assembly.
One member
In September 1991, the Executive Committee
approved a request from the Freedom of Expression Commission to transfer
responsibility for the Franklyn S. Haiman Award from the commission to the NCA
Legislative Assembly. The selection committee is responsible for soliciting
and evaluating nominations of outstanding published research on freedom of
expression. One member will be appointed in 2003 for a three-year term and
will serve as committee chair during the third year. Individuals at the
mid-career stage or beyond in their professional lives and engaged in
teaching/research on Freedom of Expression are usually recommended to the
Legislative Assembly.
One Member
The Heston Award Committee selects recipients
of the Lilla A. Heston Award for Outstanding Scholarship in Interpretation and
Performance Studies. One member will be appointed for a three-year term and
will serve as committee chair during the third year. Individuals at the
mid-career stage or beyond and engaged in Interpretation and Performance
Studies in their professional lives are usually recommended to the Legislative
Assembly.
One Member
The Oberle Award was named and
funded by the Marcella Oberle Memorial Award Fund in 1989. The award is given
to someone who teaches on the Kindergarten through Senior High School level
and who have exhibited both outstanding teaching and a commitment to the
speech communication profession and to teaching. This year, the Committee on
Committees seeks nominations of a high school teacher with a minimum of 5
years teaching experience. This member will serve a 3 year term and will chair
the committee in the last two years of the term.
One Member
The Gerald M. Phillips Award for Distinguished
Applied Communication Scholarship was approved by the Executive Committee in
September 1992. The award is to be given to the author in a body of published
research and creative scholarship in applied communication. One member will be
appointed for a three-year term and will serve as committee chair during the
third year. Individuals at the mid-career stage or beyond and
teaching/researching in Applied Communication in their professional lives are
usually recommended to the Legislative Assembly.
Three Members
The Professional Service Awards Committee
selects the recipients of the Samuel L. Becker Distinguished Service Award and
the Robert J. Kibler Memorial Award. Three members are appointed to this
committee each year. The committee chair will be nominated by the Committee on
Committees from among the three selected. Individuals at senior stages in
their professional lives are usually recommended to the Legislative Assembly.
One Member
The Wallace Award Selection Committee selects
the annual recipient of the Karl R. Wallace Memorial Award. The award is given
to foster and promote philosophical, historical, or critical scholarship in
rhetoric and public discourse. One member will be appointed for a three-year
term and will serve as committee chair during the third year. Individuals at
the mid-career stage or beyond in their professional lives are usually
recommended to the Legislative Assembly.
Standing Committees
Four members
Four members are appointed annually for a
four-year term. Members are selected with the intent of maintaining a
Committee that is representative of doctoral programs geographically,
intellectually, and in other appropriate ways. The purpose of the Doctoral
Education Committee is to promote the highest standards of communication
scholarship through excellence in doctoral education. The Committee shall work
in communication and collaboration with the Research Board and other
Association bodies as appropriate to its activities. Individuals at the
mid-career stage or beyond in their professional lives are usually recommended
to the Legislative Assembly.
One Member
One member is selected annually to serve a
three-year term. The Trustees of the Fund are charged with devising general
criteria for judging proposals, for selecting the designees of the fund, and
for establishing any priorities for operationalizing the purposes of the Fund,
intended to support communication scholarship in Eastern Europe. Individuals
at the mid-career stage or beyond in their professional lives and with an
interest in promoting communication teaching and research in Eastern Europe
are usually recommended to the Legislative Assembly.
One member is appointed annually for a
three-year term and will serve as Chair of the Committee. The Trustees are
charged with monitoring the Mentor Fund activities and determining how the
funds are distributed with the primary goals of enriching NCA student-based
activities and establishing new initiatives that materially improve the lives
of students. Individuals at the senior stage in their professional lives with
finance and budgeting experience are usually recommended to the Legislative
Assembly.
